I think it would be somewhat unfair to compare Harry Reid to Adolf Hitler.

I think that there are actually many people who are the maximum level of evil. However, among those people, some are able to commit more evil than the other ones, since they manage to get more power, through ambition and/or luck. Like, Stalin and Pol Pot were just as evil, but Stalin managed to do more evil deeds. I think that many if not most U.S. politicians (and elsewhere) are maximum evil, but they don't yet have the power to torture and/or murder in gulags anyone whom it would be expedient to do so in an attempt to maintain/increase their power.
