Hey mate, The J hooks should be fine since you're not going to be dumping the bar onto them from any great height.

If you reinforced the safties that would probably make it a hell strong rack (heck, there are people who have made wooden rack before), and given you have the know how I'd go for it. You could probably even do rack pulls off them if they were re-inforced.
