Ideally you want the most T levels for any program, and more volume + faster results, which you are seemingly after, will require higher levels, as well as to fulfill most hyperthropy fantasies.
Btw, can you quote Rippetoe on that? I'm interested to see the context. Myself I'm 28, and test in cca 560 last measured. What is he recommending then? Stop lifting, pinning?
Anyway, I'm sure he doesn't discuss this for the reasons that "program sucks", "not enough DL volume", which was the topic we were on.
In PTW you have DL twice per week for the above reason that its important, and because its only SQ/B/DL optimized program, so no, I don't think his position is that SS contains enough DL volume for novice powerlifter, but I can't confirm this myself.
