it's hard to say with the little info he's given us

however, in Practical Programming it says "the primary diagnostic indicator is a reduction in performance capacity that doesn't improve with an amount of rest that would normally result in recovery"

so, if he's experiencing fatigue and aches and regression, and we go by the definition described in Rip's book, he may very well be overtrained, but he should recover in only a few days

    Periodization Training

Periodization training is a plan that work for everyone. It's simply a sine wave that allows you to become increase size and/or strength depent on how a program is written.

It is a common sense approach to training.

How long should I rest? Should I just start training on Monday again?

Then he's not overtrained. He needs a nap and a hamburger. It is almost impossible to overtrain a novice, but you can certainly make them tired, which will result in a brief performance decrease. Being sore and missing a lift do not equate to overtraining.

Yes. Train on Monday again. Sleep well. Eat a lot. You are 19. You have enormous capacity to recover quickly and become strong.

By definition, he cannot be overtrained because he has only been training for ONE MONTH TOTAL.
