Fastenal has washers that weigh 10 oz. 4 of those gets you to 2.5 lbs.
If you really want to improvise get some heavy wire and a scale and make your own.

Chains and washers are cheapest. I have Rogue fractional plates but I use my fastenal washers a lot because one on each side with my collars is 2 lbs. I wish the washers were .5 lbs but with .6 washers and .8 for a pair of lock jaws it works well.
I got a pack of eight .25kg olympic plates( washers ) off ebay printed with the name shirlan on them. They are quite accurate too I've weighed them on digital scales.

I have these. When I ordered the plates the total cost was within a couple bucks of those washers from Fastenal.
Baseball bat weights are excellent for microloading.
I went the washer route as well; costed about $20 total for six micro plates.
I even 'calibrated' mine so each were 0.61 lbs (about 9.75 oz) even. When I was done, I used a punch stamp to label the weight and coated them with gray Rustoleum. Now I can increase 1.2, 2.4, 3.6 lbs at a time.
Look for washers that are 2" ID. The 2-1/8" ID were too loose for my bar and would clunk around like crazy.
