    Easy to find chemicals like pool cleaner (diluted hydrochloric acid) and stuff like CLR works fine with minimal surface rust. You can also find chemicals from auto restoration companies that are much stronger and work better.
    Electrolysis rust removal (with sodium carbonate powder and a car battery charger) also works very well for severe rusted parts; just hard to do larger items.

    If I had to do it, I would look into kits made by EastwoodCo or Por-15. Their paints are super durable (automotive grade for use with drivetrain parts) and should last for years.

    From my experience, Rustoleum paint is not strong enough for racks and stands. However, plates are usually fine. Even with primer and a few coats the paint always seems to scratch off or chip.

    grease it, wipe it clean, use it.

    I would just get a couple cans of rust stop paint. wirebrush off the loose stuff and hit it with the spray paint. done.

    Just paint right over the rust with Hammerite or similar (yes with a brush). The kind of paint you use on iron gates, it is designed to go right over flaky rust and be totally weatherproof.

    If you want to protect the internal cavities of the tubes, you could use a aerosol based rust preventative. There is this stuff we cyclists use on our bike frames: http://www.treefortbikes.com/product...r-Aerosol.html But I am sure getting a generic rust preventative spray such as the zinc based ones, would be just as good. Or even some waxoyl and pouring it in, then swirling it around.
