Want the politically incorrect answer? Because it's sexy. The athletes know it and the Olympic committee knows it, it draws viewers/attention/ratings.

Some athletes may feel more comfortable, and thus prefer, said "skimpy" clothing. Could they perform the same with something less revealing? Most likely. Are we in any position to dictate either way? No. What athletes wear should be left to their own personal preferences, but there has to be a line drawn at nudity since the Olympics is an event for all ages.

Funny you mention nudity, as the ancient Greek Olympics were all performed in the nude.
