Since the path length of sunlight changes by a factor of 7 from noon to sunrise and sunset, the scattering of light increases as the negative fourth power of the wavelength (Rayleighs Law - why the sky is blue, and UV is shorter than blue) and absorption of UV by ozone is crazy high (longer path means more ozone to go through). The difference between noon and sunset = e**-(Huge Number) = zero.
