It looks like Broz is doing a low bar squat in this video.

in my opinion, it would seem like this system requires a high-bar squat because of the increased load/work on the low-back in the low-bar squat... i'm curious to know if it would work with the lowbar though...

We are talking about US Olympic weightlifting. More specifically those athletes training at the OTC where they can eat, sleep and train 24/7. So we are speaking about athletes with elite genetics (they wouldn't be at the OTC without them) who live to eat and train. The same situation occurs in all other countries with Olympic weightlifters.

So, all the athletes entering the Olympics for their respective countries have the same base from which to compete from. So with all of these things being equal, what is the qualifier that makes US Weightlifting the laughingstock of the international weightlifting scene?

It's the way in which they go about training.
I doubt it. I blame football; given elite genetics, do you want to be in the NFL or on the platform?

He's the same height as me, 6'2. He doesn't weigh 125kg anymore. He weighs in around 108kg now since his shoulder surgeries. I had the pleasure of meeting Broz last week out in Vegas.

If this hasn't been added already here is a link to a video interview of him and his training philosophy.

He does not use the exact Bulgarian template. He uses a very much watered down version of it. He coaches each lifter differently.
