As has been mentioned, look around for some squat stands, they are super cheap. And if you get the right ones, you can use them to bench from, too, once you get a bench.
I've also heard that you can get decent deals on craigslist, might be worth a shot.
With just a barbell you can do a great workout.
Use deadlifts as your main lower body lifts a few times a week. You can also clean the weight and do front squats but will likely be limited by what you can clean after a while can't really push it hard like deads.
Also do floor press, OH press and rows.
I thought about it and decided what I would do if I didn't have a rack/stand and couldn't build one out of wood (have you considered that option?).
On squat days I'd clean the weight, then squat it for high rep sets until near exhaustion. Then do the same come press days. Then on deadlift day I'd do power cleans to focus on upping the amount of weight that I could get up high enough to squat and press.
I'm pretty sure that photo is Colonial Sanders after he shaved.
