A question on Dips and Lying Tricep Extensions

The SS novice program eventually adds in chins/pullups as useful assistance work once the lifter has progressed enough to need it. I could be wrong, but it seems that the TM also limits assistance work to mainly chins/pullups.
What I haven't seen is really much emphasis on dips or lying triceps extensions to assist the bench and the press. They are of course mentioned in the books and on the site as useful assistance exercises... but when are they usefull additions to a program, be it Advanced Novice or an Intermediate program.
I imagine tricep extensions is reserved for intermediate to advanced lifters. Do dips have any business in an Advanced Novice program, provided that the bench and/or press are stalling repeatedly (and the trainee is eating correctly)?

They're assistance exercises, you can program them wherever you see fit.
