    Is he saying that the time constant of the exponential decay is smaller for the press because is uses smaller muscles?

    I don't think he actually gets to the "why" in this video.

    Yes, he does. At 2:45. The press uses smaller muscles and the entire body as a stabilizer for the long kinetic chain.
