Because Congress has specified that challenges to OSHA rules get reviewed in the first instance at a federal appeals court, instead of a district court. The Missouri case is not a challenge to OSHA so it must begin in district court.
That's because the injunction applies only to OSHA. No private companies were named in the case. Even if OSHA can no longer mandate the vax, individual businesses can still do so.
