You're still thinking about Bitcoin being adopted as a consequence of government adoption.
Governments will never substitute fiat money with bitcoins, it goes against their interest and it would be self-destructive.
Bitcoin is decentralization, privacy, anonymity, private property, deflationary.
It's everything that fiat money is not.
Some governments will try it, like El Salvador, but Bitcoin is a way out of it, not a simple replacement.
So most governments will always fight it.
The bigger the adoption the harsher the fight.
But as of now, no signs that governments would win it.
