It's by German Chancellor Olaf Scholz, and I think in the future it will be considered to be as important as Putin's speech at the 2007 Munich conference.
Definitely worth a read.

This could be nothing and just a point of differentiation from blackrock, or the start of something that seems obvious, all of this shit is a grift and loses money, there's only some many times you can get investment money to fill holes in balance sheets before someone takes the money on the table and goes back to what work.
Apologies for quoting myself, but there has been an interesting development in this story.
Namely, just days after Scholz blamed Russia, and Russia only, for the failure of the Minsk agreements, Die Zeit publishes an interview with former Chancellor Angela Merkel where she reminds everyone that the Minsk agreements were never intended to be acted upon, and their main role was to give Ukraine time to re-arm and strengthen.
It's difficult to decide what is worse; the bad faith so openly flaunted by German and Western leaders, or Putin's foolish stubbornness in considering them reliable deal partners.
