Kind of related, handguns are really hard to get licensed for in my country, and semi-auto centrefire is forbidden. What do you think about a 357 pump or lever action carbine, say 16", hunting for a mixture of defence, plinking, and eventually for some hunting? Maybe use low power 38 most of the time to save a few $, but should be able to get decent range with a high power 357 magnum.

Are there better options for a jack of all trades?

A .357 carbine is a hell of a good choice if you have access to it. I don't know what your ammunition options are, but at, 50 meters, even with 158 grain soft nose, you are going over 1100 feet per second (335 mps). That produces over 420 foot lbs of energy. I don’t know what that equates to for you , but it hits like a brick thru a window. You ain’t just gonna shake that off.
In short, there are a lot of options that allow you to rapidly distribute meaningful dosages of lead to multiple targets.
Optics are also wide open. If you are allowed, a small ted dot site could be used and create a quite formidable and fast shooting weapon.

I have no idea what the used market is like for you, but if you’re limited to lever, pump, and bolt actions, you might want to look into a Remington 7600 pump rifle. Stay away from anything made after Remington was acquired by Cerberus in 2007. Older 7600s are solid, reliable rifles.
