I've read in several places throughout the forum that the deadlift, once reaching a certain weight, "thins you out".

I'm not really interested in losing weight especially if it means losing the strength progress I've made, but I would prefer my waist circ to be more near 40 than it is, (currently45).

    48yo male. 5'7", 260lbs.
H,L,M program and still making progress.
    Bench 185.
    Squat 305
    Press 142
    Deadlift 340

    Eating roughly p250, c300, f<100 per day.

So what's the deal? Is this a real phenomenon and at what point have people seen this work?

You are unlikely to lost 5" of waist without actual weight loss but you could stand to benefit from pulling 405 x 5 or more.

So then, I suppose the question is when to cut weight. My first guess is to cut after I get to 405, but I'm open to suggestions.

I really DON'T want to lose strength though.

Then keep eating and train and you won't.
