I'll add my anecdotal evidence to the large pool of anecdotal evidence... (again talking about 'not hurting' vs 'recovered')
After OHP my upperbody 'feels' almost nothing after 15 seconds or so. I still need to rest for close to 10 minutes to hit my next set of 5.
After my squat I need 3-4 minutes to not 'feel' anything, but I need 8 minutes to be ready for the next set.
Now I can squat like this 3x per week, but I can't OHP over and over.

Why can a 115lb woman squat heavy 4-5 times a week
One of my speculations were about total work as pointed out by Pawn. But to even match total tonnage (weight x reps x sets), upper body volume (sets x reps) needs to be significantly higher than lower body volume.
Regarding recovery I recall dr Mike Israetel saying that the bigger the muscle, the more recovery it needs. I don't remember his explanation for this, if he provided any.
PS. Found dr Israetels vid. He only stated the fact, didn't explain it. But in a 7 min video he really didn't have time for it. However he mentioned chest one of those large muscle groups that need more recovery. Granted the info he provided was in the context of bodybuilding style training.
