Exactly the same problem here. I've gone through maybe 6 pairs of jeans over the past couple of years. Still can't find the right ones.
Ran into a speed-bump during my bulk. I got too big for my old jeans, so I went to buy new ones. But my quads and ass have gotten so big that I'm having a hard time fitting into even the "low and loose" or "relaxed" fit jeans. I went to Target, American Eagle, and Old Navy and ran into the same problem everywhere: they'll fit my waist (35-ish), but the legs will be too tight.
Does anybody have any recommendations for places that sell jeans that are looser in the leg?

Try Jcrew. Their jeans tend to be a little roomier in those regions.
I've heard around here that Levi's 569 jeans do the trick.

Buy them a size bigger and wear a belt.
You can choose your jeans by the ass and thighs and take it to a tailor to adjust it on the waist.
Just go to Walmart and get some! I get the carpenter jeans in either Wrangler or Faded Glory (Walmart Brand). All of the other "loose" fitting jeans are too tight for me, but the carpenter jeans have a lot more room than normal ones. This way, if you outgrow them again, in the waist for instance, you only spent like 19 bucks on them.
