You're rushing at the top. Make the lockout more deliberate, and make sure your elbows are locked as well as the big shrug, which should be bigger. Also: Tighter abs.

I was told last post that my shrug was nonexistent and the bar was forward of the Glenohumeral joint.

Not bad.
See if you can get the triceps to rest against the lats/rib cage.
Think about getting your head and chest forward as soon as the bar crosses your forehead. This will help you get the shoulders under the bar quicker.
