    If you can buy fractional plates in New Zealand, I'm pretty sure you can buy them anywhere. Maybe not Syria.

    I personally contacted a metalworker in my country. It was very simple. I told him that I need a plate forged out of a piece of metal. It should resemble a barbell plate, The inside diameter of the plate should be 50.2 - 50.8mm and I specified that it needs to fit an olympic barbell. The weight of the plate should be 0.5kg (1lbs) and I ordered 8 pieces. I'm in somewhat your situation atm, my gym also doesnt have 1.25kg (2.5lbs) plates. I just contacted the same guy and had him make me a pair of 1.25kg(2.5lbs) plates wich I intend on bringing with me to the gym. There is no other alternative imo. If you are reluctant to buy online try doing it this way, you might save some cash along the way.

    I have steel fractional plates that I bought about 5 years ago in the UK. I got them from Watson Gym before they became posh and really expensive (more info below). I have 0.5kgs x 4, 0.25kgs x 2, and 0.125 kgs x 2. The globo gyms I train at have 2.5kgs and 1.25kgs plates. So with the 0.5kgs and 0.125kgs I can progress from 5kgs (gym plates) to 6.25kgs (gym plates + my fractional plates) to 7.5kgs (gym plates) to 8.75kgs (gym + fractional) and so on. So nice even 1.25kgs increases. The full set allows increases as small as 0.25kgs per session.

    If you are in the UK there are these available: Strength Shop steel fractional plate package. Strength Shop is not too bad. I have my weightlifting belt from them.

    I googled "fractional plates UK" and quite a list came up.

    Actually I have these ones: Watson Gym Olympic micro plate sets, before they started painting them (the second third and fourth photos are exactly what mine look like). I paid about £45 for them but that was 5-ish years ago.

    My sister in law currently lives in Germany. I just convinced her to purchase a set of kg fractionals from strengthshop.de. 8 x 0.25 kg is what she needed to make appropriate jumps.
