    Stretch reflex is fine to use on the press. As long as you don't shorten your ROM you are good. I personally find it next to impossible to keep tension when I try and breath at the bottom of the press. And it's not the DL so I don't think you need to start from a dead stop.

    Typically, you'll want to use the stretch reflex when you can. That's the reason we don't start squats in the bottom position (although this would make it harder) and we don't start bench presses from the bottom position (this too would make it harder.)

    Like Force Production said, if you have a specific reason for starting each rep from a dead stop, then o.k. But for general strength training purposes, use the stretch reflex to your advantage.
