Typically, you'll want to use the stretch reflex when you can. That's the reason we don't start squats in the bottom position (although this would make it harder) and we don't start bench presses from the bottom position (this too would make it harder.)Quote:

Like Force Production said, if you have a specific reason for starting each rep from a dead stop, then o.k. But for general strength training purposes, use the stretch reflex to your advantage.
