I feel like my pull is better if my hips were under the bar prior to breaking the ground. Of course, the hips won't literally be under the bar, but the "feeling" as if the hips were is what I'm pointing out. Is this incorrect and should I aim for a different feel during my motion?

High hips. Set up correctly. I assume you mean you want low hips, this is not correct. It is clearly laid out in the book.

Yes. It is incorrect. Check out the deadlift video for clarification and/or the book.
