There are still cultures who wear no clothes at all, and also many "regular" western people living in developed countries that are comfortable with social nudity. People may hang out with their neighbours kids in the Sauna while being naked. Its no big deal. They dont all go around with boners.

If you are hot for someone, then it doesnt matter whether they have clothes on or not. If you are not hot for someone then no amount of nudity will arouse your appendage.
