My legs feel tired after deadlifting, so my question is what muscle should I feel being worked my legs, lower back, or glutes?

All of the above. The area most stressed will depend on your individual anthropometry, but all three areas will get plenty of work.

It would serve you better to stop thinking of the body as segmented parts and that each exercise isolates a certain body part.

I ask because at times I feel that my lower back that is getting worked but these last few weeks I've been feeling my legs giving out. And a couple of times I've felt the soreness on my glutes. But I do look as a dedlift as a lower back exercise.

Maybe your lower back has gotten used to the exertion and now your legs are the weak link.

Seems unlikely if he does squats 3x a week.

Well keep in mind that his legs could be tired from the squatting.
