Can anyone recommend a good exercise to specifically focus on developing the part of the triceps that is nearest to the elbow?

And does anyone know how to specifically target the muscle/tendons that flex the second knuckle of the pinky toe? Mine are seriously lagging and it's holding back my balance and aesthetic points.

Are the one-handed tricep extensionz done with palm up or palm down?

Is there a specific reason why you want to develop the very end of the bottom head of the tricep muscle right next to the elbow, ie you are trying to get rid of elbow pain etc.?

There are exercises to focus on specific heads of the tricep, however I don't know that you can hit the very bottom specifically unless you are doing partials of an exercise.

This explains your country's obsession with jiu-jitsu and submission grappling.
