Restoring an old York split sleeve barbell

Picked up an old York split sleeve barbell recently. The bar is straight but unfortunately it seems like some kind of Frankenstein bar. I took it apart to clean it up and noticed the end caps are different thicknesses and apparently someone decided to drill new holes in the threaded parts of the bar.

Can anyone give me more into on the bar from looking at it?
