What constitutes a set?
How long between reps is it okay to wait before you have to call it singles?

I consider racking the bar on squats, bench, and presses and letting go of the bar on deads to end a set. If you're still holding the bar you're still holding the weight except with deads. But staying on the bar for heavy deads is bad enough.
How bad are you sucking right now? When was your last rest period?

Well my last deadlift set looked like this, I pulled, lowered the bar on the floor. Reset my position, pulled again. On the last rep I had to take 3-5 second before I lifted the bar. Hands were still on the bar but I wasn't supporting the weight during the rest period.
I'm not sucking if you mean over trained, I'm doing good.

Sounds ok for heavy deads. Heavy is heavy. Heavy for you is heavy, that is. You gotta get oxygen. That's a fact of life. And you have to be able to rep safely or you'll lose form and be screwed. If you're holding on to the bar or under the weight then you aren't comfortable and taking a vacation.

If you only took 3-5 seconds between reps, I think that is still one set. Think about it like this. Who takes a 5 second break between sets when trying to lift for strength? Most guys take 3-5 minutes, or even more, if they need it. F4thpathway explained it well too. If you aren't racking the weight, you aren't really taking a break.
