Chronically Elevated Insulin for Muscle Growth vs Tempering Insulin

Recently was rereading part of the Renaissance Diet 2.0 and want to make sure I understand something correctly. Eating lots of carbs in frequent feedings everyday keeps insulin chronically elevated, which is a primary driver of nutrients that play an important part in building new muscle.
So, if this is true, then some other material I've read regarding only elevating insulin during certain parts of the day, is actually not helpful for muscle gain. You can't gain the most mass possible when you intentionally try and lower your insulin levels just because you think you can hack your body composition to minimize fat gain.
How close am I to the mark?

RP's position is correct. Insulin is not an evil fat storing hormone unless you are sitting on your ass spiking it.
