Squat - Supporting bar with spine of scapula
The stated convention for bar placement during the squat is that the bar should rest just below the spine of the scapula. For those who find it to be more comfortable and stable to have the bar just above the spine of the scapula:
1) is this position acceptable from a movement mechanics perspective given the small (~ 1") change in bar position?
2) is it unsafe or potentially injury inducing to rest the barbell directly on top of the spine of the scapula?

1" just about the difference between a low bar and a high bar squat.
The main consideration when placing the bar on the back is that the bar rests on the shelf created by the posterior deltoids. I suppose if you have awkwardly shaped deltoids, this might be where the bar lands for you. You'll have to adjust your technique accordingly.
Get a coach to look at this for you. Most people find the bar is "more comfortable and stable" in the high bar position as a matter of course, because the low bar position is less comfortable.
