I think, the best test of stength is squat. You have to push the weight up directly against the gravity from the rest using your whole body. This is very important for athletes.
In deadlift, it depends a lot on your grips. Could be that you're strong enough, but the bar slips out of your hand. Using chalk solves it almost. Still, I think that deadlift is the second one.

There is a reason there are three lifts in a powerlifting competition. Any person is going to be advantaged due to anthropometric gifts to certain lifts and some demons in other regards. Squatting would work if we were all proportioned and measured the same.
My proportions help me in squat and deadlift 32" inseam on 5'11" frame with a 73" wingspan. But those long ass arms do me no favors on the bench. While others I have observed have great squat and bench press proportions but the benching advantage becomes a disadvantage in the deadlift.
So I thing the best measure is a total of 3 lifts. The press could be substituted for the bench for a more purist measure( feet supporting all the weight on all lifts)
