When I had this problem before, it was when I was trying to "squat" the bar off the floor too much (too vertical of a back angle).
The plastic bottle trick works; somewhat. I still managed to rip off a huge scab and bloodied up my new Chuck Taylor's. I think I may have started with the bar too close. I only ever hit my left shin and that is independent for grip style.
(plastic bottle trick: take a 2L plastic bottle and cut the top and bottom off. Make one vertical cut from top to bottom so that the bottle can wrap around your shin(s).)
